Essay

A comprehensive comparative study of features of the organization and functioning of the law enforcement systems in Ukraine and Germany is conducted. The author's approach to understanding the category of "policing" as one of the fundamental categories in the system of German theoretical and legal doctrines is suggested. Strategic grounds of the police reform in Ukraine under conditions of the democratic legal state are distinguished on the basis on the comparative study. Suggestions to the current legislation and recommendations for improving law enforcement are made.
