Moskalenko E. Formation and realization of state regional policy in the sphere of housing municipal economy (on the example of agricultural region)

Object of research - the state regional policy in the sphere of housing municipal economy (HME). The purpose of the study - the substantiation of the main directions of study of formation and implementation of regional policy in the sphere of HME (on the example of agricultural region). Research methods - comparative and structural analysis, and statistical grouping, indexed, functional analysis, mathematical economics, logical-structural, systems approach. The practical significance of the results is determined that outlined in the thesis research results can be used in the formation of state regional policy, in the regional government in addressing economic optimization component and spatial structures of regional HME and regional economic system, as well as the development of regional programs. Scientific novelty of the research lies in the fact that through the introduction of the principle of corporate social responsibility (state - business - society) future directions of regional policy in the sphere of HME identified for the first time. Classification of financial and economic risks arising from government regulation of prices and tariffs for HME, scientific and methodical approach for substantiation rates in the HME sector and the distribution of authority in their establishment between the National Commission, carrying out state regulation of public utilities, and agencies local government, the state of implementation of the methods of analysis of regional policy in the field of HME, social security system in the provision of housing and communal services improved. Scientific views on the role of HME as an object of government; regulatory support reform processes of the utilities in promoting the establishment of associations of condominiums, monopolization of the market of housing services, improvement of tariff policy for the relevant services, the conceptual basis of the formation programs of reform and development of HME agricultural region were further development.
