Subject of the research work: the formation of personnel management strategies. Objective of the research: deepening of theoretical positions and the development of methodological and practical recommendations on formation of personnel management strategies of ATE. Methods and techniques of the research: abstract-logical method, methods of analysis and synthesis, synthesis and structural modeling, abstraction IDEF0, matrix method, fuzzy inference, morphological analysis, competency assessment, study time (FRD), script, method of paired comparisons. Theoretical and practical results, novelty: improved concept of "strategy of human resources management" by defining a basis for the development of personnel policy (the set of rules, principles and norms, used by leaders and managers in the process of management of the personnel at the enterprise in accordance with its general strategy), as well as additions of such symptoms as compliance strategies of individual types of business enterprises, ensuring the consistency of their potential and their long-term goals that enables organizing the actions of formation the strategy of personnel management; improved the general classification of personnel management strategies of business, not on an individual basis, and on their underlying population, which takes into account the complex features of these strategies: types of business strategies, human resources and workforce, which, unlike existing, is used to develop instrumental of personnel management strategies that provide the formulation of the strategic actions and decisions on the functions of personnel management; the process of formation strategies of HR management ATE was improved, to subprocesses development, implementation and assessment their effectiveness methodology of structural modeling. The process of development of HR strategy, in spite of the existing ones, is based on the harmony of the overall strategy, business strategy and the available and required characteristics of the personnel of the enterprise, and provides the communication competences of workers to the level desired using instrumental personnel management strategies ATE. Implementation of the proposed process allows the selection of most efficient alternative solutions for the implementation of the HR strategy, aimed at the formation and effective use of the staff of the company; further development of methodical bases of development of personnel management strategies ATP was provided, the construction of matrixes of personnel management strategies on the grounds of types of business strategy (based on the types of strategy and lifecycle stage of the business unit ATP) were implemented; personnel policy (based on its species degree of openness of the recruitment implementation and the level of awareness of rules and standards of work with it, determined by the basis of partial indices of fuzzy inference method); the labor collective of the ATE (depending on the nature of the relationship between employees and the CEO’s role in it, which were installed by the method of questioning). The difference is the formulation of a general strategy of personnel management with morphological analysis by selecting the rational combinations of these strategies according to different characteristics that ensures the consistency and efficiency of their development and implementation; a further development of the methodical approach to the definition of the competences of employees in the ATE, which are based on aligning the actual and the desired values, which, unlike existing is the system and it provides the application of specially developed tools to collect the necessary information about the professional activity of the staff; the importance of competences of workers was established; selection of basic competencies of employees in the carrier with regard to the aggregate of their weight. This approach being in the developing of the instrumental strategies of HR management ATP gives the opportunity of the measuring the certain list of competences of employees, the level of which need to be improved; further development of methodological guidelines on the design and the choice of alternative solutions by types of instrumental strategies of HR management ATE apparatus based on the use of scenario approach was given, involving the development of the scenarios of realization of this process on an abstract and structural levels, which, unlike the existing, is an alternative one-varianted forecasts of development the different business units in order to ensure the efficient use of personnel and capabilities, and long-term objectives of the business strategy of the enterprise. Level of introduction: the results of the investigations that have an applied nature, embedded in the work of enterprises Kharkov: enterprise "Association Kommunar" (methodical approach to the definition of the competencies of the employees of the enterprise; Ltd. "Express" (scientific and methodical recommendations on development of HR strategy for individual types of business enterprise. Some theoretical and methodological provisions of the thesis are used in educational process of Kharkiv National Automobile and Highway University on faculty of management by teaching "personnel Management", "Strategic management", course and degree projects designing.
