Yuditskyy O. Legal regulation of public procurement of goods, works and services.

The dissertation examines the legal regulation of the goods and services procurement using the public funds as the business relationship regarding the organized purchase of goods, works and services using the state funds on the basis of the commercial contracts, which are concluded between the customers and stakeholders of the procurement procedure for the purpose of meeting the state needs. It defines the common features, principles and functions of the state procurement. The objective of the state procurement is substantiated as meeting the social needs in the concrete benefits, as well as the purpose of the state procurement in the society as ensuring the adequate funding of the goods, works and services procurement using the state funds that increase the main purpose of the state procurement and promote the macroeconomic state indicators. It also analyzes the legal status of the participants and contracting body of the public procurement, types and procedure of the state procurement procedures, as well as the procurement contract.
