Hryhorchak I. Interaction of political and administrative elite in conditions of governance in Ukraine

The thesis reveals the essence of interaction between political and administrative elite in Public Administration, analyzes the genesis and development of the problem studied by domestic and Western scholars of Public Administration. For the first time the formation and interaction of political and administrative elite in the process of state from Kyiv Rus to the present day is completely investigated. Taking into account the specificity of domestic management, the political and legal principles of improving public relations between the political and administrative elite at the central level in Ukraine are outlined based on the analysis of the world experience in the operation of the concept of governance. The author model of interaction between political and administrative elite in terms of governance in Ukraine is worked out as a factor of optimization of state management system. It has been proved that this model can be tested only after the deployment of civil society.
