The dissertation is the first complex special research of historical and legal bases of activities of police, gendarmerie and special services of the Russian Empire on the territory of Ukraine in the fight with terrorism (XIX – early XX c.). The author has made a scientific analysis of approaches to knowledge forms and methods of the fight with antistatest terrorism, the analysis of the legal regulation of the structure, functions, tasks and criterions of the efficiency of the activity of the services, which are committed to counteraction to terrorism.
