The object of research: the process of state regulation of the labor potential development at the regional level. Objective: development of conceptual approaches to the improvement of the state regulation of the labor potential development at the regional level. Research methods: system analysis, comparative analysis, correlation analysis, factor analysis, and methods: monographic, historical, abstraction, expert's assessment. Practical value consists in a substantiation of the terms and conceptual approaches to the improvement of the state regulation of the labor potential development at the regional level. Scientific novelty. The conceptual substantiation of the impact on the labour potential factors of the levels of "state", "region", "enterprise" and "personality" is improved due to the disclosure of their contents, which may serve as a basis for forming the efficient state policy of the labor potential development. The technique of the assessment of the labor potential development of the region is developed, which, unlike existing methods involves the implementation of "by factor analysis" of the condition, qualitative and quantitative development of labor potential at the meso level. The results of the thesis used in operation of Kharkov Regional State Administration, Kegichivka District State Administration of the Kharkiv Region, and also in the educational process of Kharkiv National Automobile and Highway University.
