The thesis is devoted to the actual scientific problem of the development the theoretical principles and the practical recommendations of the formation of social responsibility of the personnel engineering enterprises in the context of professional qualification compliance qualities of employees to the employer requirements. The object of research is the process of formation of the social responsibility of the parties of labor relations at the enterprise. The subject of the study is theoretical, methodological and practical principles and guidelines for the formation of social responsibility of employees engineering enterprise. Interpretation of the concept of social responsibility were expanded by introducing the social responsibility of employee that provides adequate of professional skills and qualification of the employee to requirements of the employer. Approach to identifying qualitative features of formation personnel engineering enterprises, that taking into account the hierarchy of activities, heterogeneity and complexity of the industrial process, number of employees, regionality were improved. Diagnostic tools of the social responsibility of personnel of the building enterprise were built. Measure of the compliance of professional experience in renewing personnel was determined by the merger of groups of employees according to seniority and age. The degree of compliance of professional and qualification of the employee and the employer interests were defined by synthesized situations of compliance of profession and qualification requirements of the employee's job description The estimation of the level of social responsibility in staffing were presented. The mechanism of formation of company personnel policies were improved. The procedure of scenario forecasting of the profession and qualification compliance of the employee skills to the employer's interests, with taking into account the impact of external and internal factors, were introduced. A set of methods to achieving social responsibility of employees of the engineering enterprise that provides separation stages of "life cycle" of forming social responsibility of personnel of the engineering enterprise were developed
