Essay

The objects are latent processes in transitional political systems. The aim is to study the institutional aspect of latent processes in the functioning of the transitional political systems. The methods are institutional analysis, systematic approach, functional approach, comparative method. The cause-effect relationships among the institutional dysfunctions of a political system and latent political processes are explored. The concept of latent political process in the context of three scientific paradigms - institutional, behavioral and structural functional - is determined. The notions of destructive latent processes in political space which reduce the efficiency of a political system - clientelism, corruption, nepotism - are analyzed. The key impediment on the way to democratization of the political system of Ukraine is ascertained: it is the domination of the principle of latency in political processes. The structural aspect of a latent process is specified. The sources of latent political processes are determined. The implications of the aggravation of latency in transitional political systems are established. The methodological instruments of studying latent political processes at different levels of a political system are improved. Application spheres are political activity and training courses.
