The thesis is proved that state-building, nation-building and governance are closely interrelated as part of states that use the basic factors of modern nation-building process in the modern state contributes to a real state-of practical ideas that can become public policy in various sectors of the state, a national system of government can realize by objective political and economic conditions to consolidate Ukrainian, turning them into a real state-nation.
