The definition of the concept of criminal liability is introduced; the types of criminal liability are established; it is proved that there is no need for the legal definition of the concept of criminal liability. The approach to the improvement of the criminal legislation which implies its amendment by an article (or a chapter) devoted to the definition of the measures of criminal legal influence and the place of criminal liability among them is stated as progressive. It is proved that criminal liability and the forms of its realization in the system of the measures of criminal legal influence must be considered as the most severe means of influence, which must be used only in case they are able to reach their goal.
