Essay

On the basis of study of legal sources, archival documents and materials in a comprehensive historical and legal way analyzed the legal principles of volunteer public order squad's activities in the USSR in the second half of the 1950s - 1980s of XX century. The issues about the emergence and development of volunteer public order squad in the USSR, the establishment of legal security of their organizations and activities are highlighted. Particular attention is given to the regulations for legal control of volunteer public order squad and police. The documents defined the volunteer public order squad interaction with other voluntary and community groups on the protection of public order (comrades' court, commissions for minors, combating drunkenness, etc.) are considered. The comparative legal analysis of the normative and legal regulation of the organization and activities of the volunteer public order squad and other voluntary associations to protect public order, operating on the territory of Ukraine in the previous periods of state building (free Cossacks, national self-protection, the troops of the self-defense, worker assistance brigades to promote police and criminal investigation, etc.) is conducted. Concluded that volunteer public order squad should be considered as a higher form of self-organization of population for protection of public order in comparison with all other forms of self-organization existing in previous periods of the history of Ukraine.
