Shelomovska О. Reforming the public administration of higher education in Ukraine based on the European experience

The aim of the research is the development of theoretical foundation of conceptual approach to reforming the public administration of higher education in Ukraine on the European experiences' base and the development of practical recommendations for improving of public administration of higher education in Ukraine. Object of the study is the social relationships that develop in the public administration of higher education. The subject of the study is to reform of public administration of higher education in Ukraine based on the European experience. There were researched and developed the theoretical basis of analysis of the public policy in higher education in Ukraine, including identified problems and specific formation of a national model of public administration of higher education in Ukraine at present stage. In the research it was strengthening the interpretation of conceptual apparatus of reforming the public administration of higher education. Through the study of European approaches to the organization of the higher education management it's possible developed a typology of models of higher education management in European countries. The thesis contains the suggestions about using the project methodology in the public administration of higher education in Ukraine based on the European experience, in particular, social and organizational aspects.
