The thesis is devoted to the investigation of complex political conditions and the regulatory process to ensure repression of the soldiers of the Red Army in the USSR in the second half of the 30 's of the twentieth century. The analysis of historiography of research which were devoted to the repressive policy against the soldiers of the Red Army in the USSR in the second half of the 30 's of the twentieth century was conducted. Basic directions and mechanisms of repressive policy realization were determined on the example of repressions against the soldiers of the Red Army in the USSR. The detailed analysis of constitutional, criminal law and criminal procedural rules designed to ensure a smooth process of repression military personnel and their families in the USSR in the second half of the 30 's of the twentieth century. The connection between the policy of repressions and detailed reform of Soviet and Ukrainian criminal and constitutional legislation at the 30 's of the XX century was stated. Generalized effects of the repressive policies of the totalitarian regime against military personnel and their families. The influence of mass repressions in the Red Army on the historical subsequent progress trends of Ukraine was determined. The necessity of international legal assessment of the totalitarian regime in Ukraine. and open condemnation of separate social and political motions and activity of concrete political personalities and parties was grounded.
