Ostashko V. Information technology for the creating and functioning the interregional telemedicine network

The developed concept of information technology for the creating and functioning the interregional telemedicine network in Ukraine based on the defined principles of fractality, hierarchy, scalability and adaptability, and includes basic components: system environment, organizational and structural formation, legal foundations of telemedicine is the methodological basis for the formation of a Ukraint general telemedicine network which ensures increase a specialized medical care for the population. Implementation of information technology for the creating and functioning the interregional telemedicine network, based on the integration of the defined principles, complex criteria presentation and transmission of medical information, the using of two types of interaction between object and subject in telemedicine consultations, two modes of interregional telemedicine network operation (with allocational control center and the telemedicine portal), improves the health care through the verification of diagnoses and correction tactics evaluation and treatment and reduce the cost of this type of medical services (28.6%).
