The thesis is devoted to complex general theoretical study of local government as an independent source of law.The work is examines the place of normative legal acts of local self-government in the legal system and considered them as an independent system, analyzes the nature, characteristics, functions, types of normative legal acts of local self-government. The principles of norm creation of local self-government and a group of subjects in lawmaking process of system of local self-government are formulated, the legislative lawmaking process of local self-government is described.
