Essay

The thesis includes a comprehensive scientific study of the problem of determining the content and features of racial, national or religious intolerance, distinguishing them from similar motives, and qualification of offences with these motives. Author establishes a system of criminal law, defending from attacks on the rights of citizens to be not discriminated against based on race, nation or religion; the features of corpus delicti which defined by such regulations are investigated. Particular issues of sentencing for crimes committed on the grounds of intolerance are described. Separation in the Criminal Code for the offences of racial discrimination has been proposed as well as establishing of criminal responsibility for the creation of a racist group or a racist organization.
