Essay

The object of research is the process of managing professional and labor relations of collective industrial workers. Methods: the methods of theoretical generalization, a systematic and comprehensive analysis, synthesis in a study of the structure and content of personnel policies, a comparative analysis of the provision of assessment of the human resources policy of the industrial enterprises of Ukraine, the grouping of indicators to measure the dynamics of the process control personnel, the system of qualitative and quantitative measurements at evaluating the effectiveness of management personnel structure, factor analysis in determining the level of influence of the components of external and internal environment on the structure and purpose of the human resources policy. Results: the notion of "personnel policy", improved conceptual model of the mechanism of formation of effective human resources policy, the mechanism of the implementation of training and competency development programs for employees of industrial enterprises. Practical value of the work is determined by the implementation of its results to the work of industrial enterprises.
