Essay

The object processes competence development of scientific and pedagogical staff. The purpose theoretical justification of principles of the development management competencies of scientific and pedagogical staff and the operation on the basis of the conceptual model of its development in higher education. Methods: historical, methods of analysis and synthesis, theoretical synthesis, methods of economic analysis, operations research methods. Results - the scientific basis of theoretical and practical bases of competence development of scientific and pedagogical staff, forming the conclusions and practical suggestions for improving the efficiency of the university. Novelty - the conceptual model of the development management competencies of scientific-pedagogical staff is built; the conceptual framework of development management competencies of scientific and pedagogical staff is developed; the concepts such as "competence of scientific-pedagogical personnel", "competence of scientific-pedagogical personnel", "competence of development of scientific and pedagogical staff "and" development management competencies of scientific-pedagogical personnel "are defined; the system of factors and indicators of competence development of scientific and pedagogical staff of higher education institutions including the following groups: the sources of influence in the direction of action, the level of significance and methods for the evaluation of methods for assessing the impact of scientific and pedagogical staff of higher educational institutions in Ukraine (qualitative, quantitative, combined) based on the cluster analysis in the context of multi similarity; the theoretical terms and approaches to the formation mechanism of motivational competencies of scientific and pedagogical personnel are proposed. It will improve the performance of the staff of higher education institutions in the context of its main components (motivation of high productive educational activities, productive research activities, development and management). The concept of competence centers, as structural units of higher education institutions that control the most important areas of their activities, accumulating knowledge and finding the ways to make the most effective use; the model of optimal allocation of scientific and pedagogical staff competency, based on the competencies developed maps allows the identification of areas of responsibility of certain groups of staff in the directions of their training is improved. It is introduced in the activities of the Executive Committee of Ternopil City Council, Ternopil National Economic University, Ternopil State Medical University named after I. Gorbachevskiy, Ministry of Health of Ukraine ", Ternopil National Technical University named after I. Pul'uj, Poltava National Pedagogical University named after V.G.
