Investigated the process of preparing and political decision-making as a fundamental factor in the formation of an effective policy of Ukraine and the Republic of Bulgaria. Proposed author's periodization of the stages of preparation procedures and policy decisions. Investigated the relationship of civil society and public authorities. Meaningful principles of public opinion in the planning of national decision-making procedures.
