TIn this work a complex research was carried out on the state legal outlook of a famous Crimean Tatar religious and government figure of the XX century Noman Chelebicihan. This work also includes analysis of the source complex, which characterizes the process of shaping and realization of the state legal outlook of Noman Chelebicihan that prove the fact that an important part in forming of personal world view of Noman Chelebicihan was taken by ethnic, religious and cultural and educational factors, creative improvements of A.Krymsky and I.Gasprinsky and Terciman magazine led by I.Gasprinsky.
