Essay

In the work definitely, that prisons in the region established together with other authorities of the Russian Empire by the code of 1775 and other appropriate statutes. Until the end of the XIX century military guarded the prisons, played the role of guards. A comprehensive document, which regulated the activities of the prisons, was the instruction of 1832 to the keepers of the prison, but its provisions in practice were not performed because of the lack of facilities, funds, personnel and specific local conditions.
