The object of research is the process of child and youth crime preventing and combating. The aim of the thesis is to improve the theoretical foundations and methodological support the state mechanism formation to prevent and combat child and youth crime in a transitional society. Research methods - the theoretical generalization method, system analysis, the process modeling method for analyzing the child and youth crime structure and dynamics, the national economy cyclical dynamics analysis, structural and functional analysis. The practical significance of the results - recommendations for improving the state process mechanism to prevent and combat child and youth crime; recommendations on ways of juvenile offenders punishment humanization and crime prevention methods, offenders re-socialization and reintegration. Scientific novelty of the research is to improve the theoretical basis and methodological support of the child and youth crime preventive and counteractive state mechanism formation in a transitional society. For the first time - defined correction mechanism scenarios for child and youth crime prevention and counteraction. Improved - methodical approach to differentiation motives children and young people deviant behavior; scientific and practical recommendations for improving the state process mechanism to prevent and counteract child and youth crime in Ukraine; recommendations on juvenile offenders punishment humanization ways; social institutions effective functioning activation methods. Was further developed - patterns of children and youth crime occurrence and development; basic theoretical principles and legal restrictions in the state mechanism formation to child and youth crime prevention and counteraction; the main causes identification of the child and youth crime in Ukraine current dynamics.
