The thesis substantiates the theoretical principles and practical recommendations on the public administration mechanisms of formation and development of the national innovation system of Ukraine. National and international research publications on public administration mechanisms of functioning and development of the national innovation system have been analyzed and generalized and their scientific and methodological grounds have been developed. The basic theoretical complex of the national innovation system's governance has been developed.
