Object of study: management of public financial resources. Objective: theoretical foundation and development of practical recommendations to improve the mechanisms of public financial management through treasury system. Methods: analysis and synthesis, historical simulation, system approach, the comparative analysis. Results: The author received evidence-based results that are as justifying the theoretical foundations and conceptual approaches to improving mechanisms of public financial management through treasury system of Ukraine. Novelty: theoretically grounded content, purpose and structure of the complex mechanism of public financial management through the Treasury; The approaches to the building of public financial management through treasury system of Ukraine; received further study of the formation and characteristics of the system of financial management in Ukraine and others.
