The situation with the scientific research of this problem and with the main stages of the study and development of the permissive activity of the internal affairs' bodies (IAB) are researched at. Author defined the theoretical and methodological grounds of the research the IAB permitting activity, determined the factors that influenced the formation of the related activities, in particular, the totalitarian regime of the Soviet state and the corresponding softening and tightening of the Soviet regime. Those organizational processes reflected the development of Soviet society with limited or denied political and economic rights of citizens.
