Object: The object of the study is innovative processes of formation personnel management system at the machine building enterprises aimed at increasing productivity and saving the company’s employees. The purpose of the research is to study theoretical concepts and develop practical recommendations for the use of innovative approaches to the development of personnel management system of the machine building enterprises. The author used the dialectical method of knowledge, theoretical generalization and comparison, abstract logical grouping method and content analysis, expert evaluation and scoring method frontal interview, systematic approach to synergies graphical and tabular methods. The theoretical value is to highlight the main approaches to the formation of human resources management system, the application of innovative principles in forming the personnel management system at the machine-building enterprises and peculiarities of evaluating the effectiveness of personnel management system for a deeper research of quantitative and qualitative changes in personnel management. Scientific novelty is worked out the model of bidirectional integration of the subsections at the machine-building enterprise in human resources management, based on the integration of subunits involved in the management of human resources, enhancing the role of professional services and expanding the range of powers that will significantly change the approach to the management of the enterprise as a whole and reorganize its operations in an unstable market of Ukraine. The subject of the study is theoretical, methodological and practical provision of innovative approaches to the formation of the personnel management system of the machine-building enterprises. The practical significance of the results is widely defined and the possibility of using the proposed theoretical and practical guidance on the application of innovative approaches to complex formation personnel management system at the machine-building enterprises that will improve the work efficiency and individual business units. The scope f authors' recommendations are the domestic machine-building enterprises, institutions of higher education.
