Antonova O. Cooperation between the Verkhovna Rada of Ukraine and nongovernmental organizations: state and administrative aspects

Theoretical and methodological substantiation of cooperation between the Verkhovna Rada of Ukraine and nongovernmental organizations has been carried out and and the suggestions for its improvement have been developed. A model of cooperation between the Verkhovna Rada of Ukraine and nongovernmental organizations has been suggested and substantiated. The model is represented by structural (Verkhovna Rada of Ukraine, non-governmental organizations, mediators and communicators) and functional (lobbying and consultative form of pluralistic democracy) blocks and determines the necessity to build the designated cooperation on the basis of social dialogue (solidarity, parity od parties, search for compromise decisions, obligation to consider proposals of the parties and compliance with agreements reached), in order to reshape the existing state and administrative relations, which are based on non-public arrangements of political forces with financial and oligarchic groups, in order for them to be pluralistic, the essence of which is contained in the prevention of power monopolization.
