Guruk M. Institutionalization of citizens' participation in the implementation of public administration

The thesis is carried out specific tasks - scientific substantiation of a holistic concept of institutionalization of citizen participation, independently and through the institutions of civil society in the implementation of public administration, and developed on its basis proposals on improvement of the existing legislation and appropriate governmental and managerial practices. It is established that "institution of citizen participation in realization of public administration", as a category of science of public administration is an important form of exercising their constitutional right to participate in managing state affairs, the meaning of which is in direct or indirect participation of citizens in the realization of public administration, within the limits and in the manner established by legislation. Defining characteristics of such participation of citizens defined its publicity, voluntary, awareness, commitment, consistency, effectiveness, legitimacy, diversity. It is established that the institute for citizen participation in realization of public administration is the system of state management and other social rules of behavior and activities, statuses and profiles, which provides a direct or indirect participation of citizens in government. In turn, the respective institute is the result and consequence of the process of institutionalization.
