This research focuses on virtual communities as non-governmental actors in world politics based on a comprehensive analysis of the theoretical developments of international political science devoted to the study of this issue. The analysis of current conceptual and methodological approaches that reveal trends in transformation of what constitutes "actor" in the context of international relations and world politics. Found that in a modern system of world politics virtual communities acquire skills non-state actors of international relations and world politics. The analysis shows that Western countries especially the US, UK, France, Germany, trying to strengthen its influence in developing countries, based on the well-known formula of human rights. The idea that one of the fundamental obligations of western countries should be to support the establishment of regimes like their own, suggests dissatisfaction with the current consolidation in countries with authoritarian form of government to overthrow the regime and the establishment of controlled Western governments. Formation of the political space of the country is provided by means of modern communication technologies that influence political identity in society. The urgency of use in political practice of modern information technology processes confirm the rapid spread of the Internet and the increasing influence of the instruments on public opinion. Internet enables meaningful political identification for political movements and initiatives that have stable relationships in the existing establishment, institutionalized structures. Internet serves as a means of operational coordination and political associates in different countries who are appreciators of the new social movements. Internet allows you to minimize organizational and information costs and provides unique opportunities: fundraising (fundraising), political marketing, initiation of political discourse. On the basis of the conceptual evolution of theories of globalization can be argued that there is a theoretical plane imperative virtualization performance. Therefore, any theoretical model of social and political change in order to meet current trends, must be built using the concept of virtuality or its analogs. Embodiment trend towards virtualization can condition the emergence of influential actors of international relations that will strengthen the role of NGOs in decision-making, including at the level of international organizations. Misunderstanding by public authorities tech social services underestimation of potential delays in the state in this area threatens the effectiveness and conservation defects present government - including those of its agencies responsible for national security. The expert community here has to take the initiative and inform government agencies of the need to adapt to the new reality that has changed under the influence of informational and communicational technologies - and in particular social networking services.
