The thesis is a comprehensive study of ways to resolve the qualification conflict of the unified rules governing private-law relations with a foreign element in the Merchant Shipping. For the first time in the science of private international law of Ukraine, the concept of pre-legal qualification, preliminary, primary and secondary conflicts of qualification is introduced, as well as the concept of the broad and narrow meaning of "the qualification conflict".
