Dissertation is devoted to the development of theoretical provisions and practical recommendations in formation directions of debt management on the Public Utilities companies. Offered the definition public utilities complex under consideration from the perspective of management of indebtedness enterprises of public utilities, revealed features factor analysis in the management of receivables and payables, developed the concept of organizational-economic mechanism of debt, carried parametric modeling level of receivables and payables economic indicators in enterprises of public utilities of Kharkiv region, defined the role of the state in regulating receivables and payables through public-private partnership, developed the structural-functional model of organizational-economic mechanism of debt, substantiate proposals to improve management in enterprises of public utility.
