Generalized and systematized an experience of venture financing and partnership between the state and venture capital funds in developed and transition economies, which helped to formulate recommendations for laying on the state role of a catalyst of innovative economic renewal.Proposed organizational and economic basis of venture financing on the base of public-private partnership in Ukraine, which cover methods of accumulation of financial resources through the creation of a consortium of joint venture investment institutions, development of the methodological bases of determining the investment potential of these financial institutions, the design parameters of the hybrid financial instrument (target-oriented bonds).
