Object of study: the technology implementation lobbying public authorities. Objective: is the theoretical study and the development of practical approaches to the implementation of institutionalization of lobbying in Ukraine in the context of improving public administration and improve relations between the state and society. Methods: analysis and synthesis, historical simulation, system approach, the comparative analysis. Results: A conceptual model of institutionalization of lobbying in Ukraine. Novelty: Classification of approaches to the definition of lobbying; improved periodization process of institutionalization of lobbying in Ukraine and others. Introduced in the activities of the Administration Ordzhonikidze district of Kharkov City Council and others.
