The Thesis is a comprehensive scientific research on legal regime of service objects of intellectual property rights created with public funds. The conceptual apparatus has been analyzed and the features of intellectual property rights on service objects have been defined and characterized. Particular qualities of fixing of intellectual property rights on service objects created with public funds, both in the USA, Japan and Germany, France, Finland, Russia, has been defined. Legal analysis of acquisition and implementation of rights on objects under study has been made. The particularity of the legal liability for infringement of intellectual property rights on objects created with public funds has been designated. The scientific conclusions and proposals to improve legislation in the field of service objects of intellectual property rights created with public funds, to form perspective legislation.
