Sokil L. Control over Insurance Liabilities in Motor Insurance

The thesis research studies the fulfillment of insurance liabilities in terms of the policy of insurance services consumer protection. The economic and legal nature of insurance liabilities based on the analysis of the insurance product has been considered. The measures to improve market transparency have been presented. The stages of development of national legislation on the protection of insurance services consumers have been systematized. The author's definition of non-professional consumer of insurance services has been introduced. The control system has been examined and the ways for the improvement of supervision over the insurance liabilities fulfillment by insurers have been defined. The mechanism of Insurance Ombudsman in foreign countries has been researched, its classification has been presented, and the model of its activity for Ukrainian insurance market has been developed. Procedural and institutional aspects to speed the insurance claim settlement and administration of policyholders' complaints have been considered. The thesis contains scientifically grounded suggestions for improvement of legislative and financial control over insurance liabilities fulfillment and institutional protection of insurance services consumers.
