Government regulation of medical aid at a basic level. Theoretical study of organizational and institutional framework of the system of state regulation of medical aid at a basic level and develop practical recommendations on ways to improve state regulation of ensuring its accessibility and quality for all segments of the population. Methods: systematic approach, historical, logical, statistical, survey and expert opinion. The conceptual model of state regulation of integrated health care at a basic level ensuring its availability and quality and built its functional structure. The results are put into practice of public administration.
