Essay

The thesis deals with analysis of differences between the two concepts "effectiveness of government policy" and "government effectiveness". Author identifies and analyzes the key institutional factors that influence the government effectiveness in semi-presidential republics. Among key factors that influence government effectiveness are the institutions of checks and balances, electoral and party systems. The author analysis the impact of these institutional factors on the government effectiveness in the Fifth French Republic. Special attention is paid to the analysis of political reality in Ukraine. It is noted that the institutional configuration of Ukraine and France are quite similar. Nevertheless the political consequences of the functioning of these institutions are quite different. The author pointes out and analyzes in detail the reasons why essentially the same political institutions led to different outcomes. The author proposes the ways to optimizing the government effectiveness in Ukraine in the context of French government's experience.
