Shows the resolution of scientific and technical problem identifying the impact of technological factors on the risk of pollution by harmful substances that are formed as a result of its use or repairs reservoirs of oil. Theoretically proved and experimentally confirmed that the increase in temperature of manufacturing residue oil 20°C due process hydro cleaning tank using the washing fluid leads to increased emissions of harmful substances into the atmosphere in the range of 12% to 37% compared to the emissions from the regular mode of use, and the volume of harmful substances is from 1.2 to 9.1 m3 technological balance of 100 m3 volume of mineral oil in the tank. Using dependencies and probit-functions are calculated Man-caused destruction of people and pollution at these sites and surrounding areas, which, depending on the considered scenarios of emergency situations, reaching values of 1,69 o 10-8 to 3,38 o 10-5 year -1.
