In dissertation the analysis of innovative management of personnel of public authorities is carried out in Ukraine. . It is well-proven that essence of innovative management of personnel of public authorities consists in permanent modernization of both organs of executive power and control of the system of personnel's management. It is acknowledged that an innovative climate as motive force is an important instrument in the management of personnel of public authorities, as carries out direct influence on methods, forms, principles of organization of motivation in accordance with the requirements of time and modernization of public administration.
