Essay

This expansion takes place by involving to cooperation together with public and commercial also the third sector - non-commercial. It allows to consider the interests of all segments of the population and to improve significantly the efficiency of the partnership in the implementation of commitments by the government and business for territorial communities. In order to validate this hypothesis, the theoretical study of the genesis of the relationship of concepts of government-private and public-private partnership has been given, as well as developments and basic schemes of public-private partnership, which are used in practice of the most developed countries in Eastern and Western Europe, America, Oceania, Asia. The essence, the structure and the specificity of the complex mechanism of partnership have been explained. It includes a number of functional mechanisms, the main of which are named as legal, organizational, economic and social. Based on the their structures, the need to change the approach to the understanding of the mechanisms of formation and functioning of public and private partnership has been proved in the direction from a simple bilateral cooperation and results contemplation to social and economic efficiency of cross-sector collaboration, that is based on the influence of a number of specific mechanisms and instruments, thereby making a decisive influence on the socio-economic situation. The concept of inter-sectoral collaboration is also based on proposed in the thesis complex of management methods, which are determined at the stage of understanding the need to establish a partnership. The ways to ensure the desired directional influence of the complex mechanism as a whole and its particular functional mechanisms have been suggested. The calculation and analytical part of the thesis presented the rationale of methodological approaches to the calculation of determining the effectiveness of public and private partnership. The basis is the search of point coordinates intersection of the curves "Effectiveness of partnership funds" and "The effectiveness of budget funds", which, in its turn, has allowed to determine the ratio of fields "Reasonable budget support" and "Optimal efficiency funds". The research presents also methodological approaches to the calculation of overall risk, which are the total in relation to the project, systematic and force majeure risks. It has determined the principles of appropriate distribution between partnership sectors that are in the field of profitability (for the commercial sector) and social efficiency (for public and non-profit sectors). This minimizes costs with simultaneous increase of productivity by criterion analysis of needs to be met by the project results. The introduction of an appropriate model provides the expansion of subjects of public-private partnership at the local level. This research identified the main parameters and practical recommendations for the application of the performance-contracting system in the field of energy efficiency for communal services and infrastructure (in the case of Odessa region).
