Object of study: a set of economic relations existing in the process of development of the dairy industry enterprises personnel. Objective: scientific justification of the recommendations for the development of the dairy industry enterprises personnel in the context of labor market functioning current characteristics. Methods: analysis and synthesis, abstraction and generalization, retrospective analysis, graphical and tabular, correlation and regression analysis, SWOT-analysis, construction of BCG matrix, Harrington criteria. The novelty: for the first time in an integrated analysis of the dairy industry with positions of system approach theoretical principles and practical recommendations for staff of the dairy industry development in the context of labor market current characteristics are grounded and a mechanism which includes three phases: preparatory, strategic management, search of prospects staff development are formed, improved scientific approaches to establishing linkages strategy development personnel and state of the labor market, scientific understanding of the evolution of approaches to staff development, which have been supplemented with new information about the differences in the justification of effective tools and methods for staff development in the context of recent globalization geo-economic scientific paradigm, the theoretical framework for designing system diagnostics development of the dairy industry, strategic goals of staff development of the dairy industry in line with labor market characteristics, the theoretical foundations of professional development, create a positive organizational culture, socio-psychological and motivational climate, increasing of loyalty of workers under development conditions. Scope: in the activities of LLC "Bimol", PJSC "Ostrog Milk Factory", LLC "Radyvylivmoloko", in the learning process of Rivne State Humanitarian University while teaching subjects "Labor Economics and Labor Relations," "Management", "Human Resources", "Social Economy".
