The aim of the research is the scientific ground of the theoretical foundations and elaboration of practical recommendations for the development of forms of direct participation of the territorial community in the Local Issues Resolution under of formation of institutions of direct democracy in Ukraine. The object of study is the public relations, which arise in the process of implementing the citizens ' right to exercise local self-government. The subject of the research is development of the Local Community Direct Participation Forms in the Local Issues Resolution. The studies on the issue of the local community members' participation in the local self-government activities have been systematized. Historical periods of public self-government development have been singled out. Peculiarities of the territorial community as a subject of local self-government have been studied. The main points of the matter have been considered regarding the forms of the local citizens' participation in the local self-government. Both kinds of the native and foreign experience on the issue have been analyzed regarding application of collective and individual forms of such direct local citizens' participation in the community life. European standards of direct citizens' participation in local self- government have been researched. The studies done gave grounds to determine directions for improvement in mutual cooperation of local community and local authorities in local government activities. Intensification of the local citizens' participation in the local community life is suggested through practical integration of some of their representatives in the local self-government
