Lazareva L. Formation of the ombudsman institution in Ukraine in the context of international experience

The aim of the research is the scientific and theoretical conceptual foundations of formation and development of the Ukrainian Parliament Commissioner for Human Rights on human rights in the context of adapting positive foreign experience. The object of study is the institution of the ombudsman as an integral component of parliamentary oversight in the area of human rights. The object of the study is to establish the Ukrainian Parliament Commissioner for Human Rights in the context of international experience. The paper solves an actual scientific task of theoretical and methodological basis of ways of reforming the institute of the Ukrainian Parliament Commissioner for Human Rights, adapting the best international practices. The main results of the study indicate that the institution of the Ukrainian Parliament Commissioner for Human Rights as a body of the Parliament with special status has enough opportunities to influence public administration by protection of human rights and dynamics of democratization and humanization of national legislation, in particular, in the field of human rights protection. In this case, the ombudsman under the conditions of Ukraine's European integration can contribute not only to improvement of effectiveness of state policy in the field of human rights, but also to implementation the political criteria for accession to the EU as part of system reforms in the Ukrainian state.
