Analyzes the evolution of the scientific methods for understanding the security policy, including a period of reconceptualization at the end of the twentieth century. According to that time the main points of views translocated from the state to the man and his needs. It is shown that the corresponding changes in the concept of the security policy have been made as at the level of international organizations to certain countries.
