Thesis deals with investigating the problem of listening skills development of the international relations future specialists.The essence of the term "listening" as a kind of the speech activity (along with reading, writing and speaking) has been concretized being intrinsic for foreign communicative competence formation. In this respect listening constituents such as the motive, object, means and methods of its realization, the product and the result have been defined. There has been specified the meaning of the following key terms. "Listening skills" have been defined as automated mechanisms of speech comprehension formed on the basis of single-type exercises repetition. At the same time "listening abilities" include anticipation or prediction of speech forms and their meaning, general understanding, quick search for specific information, deeper understanding which helps to comprehend speaker's attitude / intention, defining unknown lexical units' meaning from the context. "Listening process structure" comprises four constituents: stimulating and motivational, analytic and synthetic, executive, and reflexive. "Inner speech" as the criterion of the foreign language listening skills development has been specified being closely related to all the cognitive processes and speech types. Different aspects of learning interaction peculiarities have been investigated. In its turn "interaction" is understood as purposeful interchange of information between the teacher and the members of the study group aimed at achieving the goals of foreign language study at the higher education institutions. Efficient learning interaction has been proved to take into account the psychological laws of key motivation, forming the study skills, providing the students' maximum mental activity, avoiding formality in communicative situations, problem-based approach to the learning process etc. The difficulties of foreign language listening process have been analyzed according to the peculiarities of a definite language study stage and certain psychological audingspeech mechanisms and grouped into those which are connected with the speech segmentation and short-term memory; with long-term memory and anticipation mechanisms; and also with the inner speech.
