Samofalovа O. Public policy in the sphere of human rights protection: mechanisms of formation and implementation

In the thesis examined the specificity of the state policy in the field of human rights. We investigate the origins of theoretical research and scientific degree of the problem of human rights in the context of good governance, including the expediency of applying the theory of legal positivism in the development of modern public policy advocacy. Defines human rights aspects of public policy. Substantiates the place and role of public policy in the system of human rights protection. Also analyzes the main stages of development of public policy advocacy, revealed the achievements and challenges of work, particularly given the presence of all the formal institutional and legal guarantees of human rights, as opposed to the possibility of their implementation in practice. Investigates basic tasks, conditions and directions of effective state policy in the sphere of human rights protection. Attention is focused on the need to optimize the existing system of human rights protection by improving individual human rights mechanisms, including the structuring of existing institutions of human rights, establishing the relationship of government and civil rights organizations, the implementation of information programs among the public on the possibilities to protect their rights and responsibilities.
