Essay

In dissertation on the basis of analysis of scientific literature, archived documents, and also normatively legal acts, the questions of principles and activity are investigated in Ukrainian National Republic and West Ukrainian Republic of (1917-1921). The legal analysis of the worked out bills and other normatively legal acts is conducted from regulation of principles and activity of organs of militia, office of public prosecutor and court, on each the stages of their development. First, law enforcement authorities of the investigated states (organs of militia, office of public prosecutor and court) are considered as an only and integral system with public functions. The legislative are analysed and other normatively legal acts from adjusting of organization and activity of militia, office of public prosecutor, court, their task, in the field of guard of law and order and fight against criminality. Organizational efforts of Ministry of Internal Affairs Ukrainian National Republic are reflected the investigated period in relation to creation and bringing in of the public forming ("free Cossacks" self-defence etc.) to public law enforcement and fight against criminality, making of legal principles of their organization and activity, providing of their co-operating with law enforcement authorities.
