The thesis is devoted to the theoretical generalization and new scientific problem solution that are in legal features of national security as a fundamental component of national security of Ukraine understanding and its software as a kind of common social activity of certain public and private entities, development on the basis of it the theoretical and legal model, containing their structural, functional, competence and activity characteristics and also includes peculiarities of legal regulation and prospects in the context of reform of the national state, the civil society and Ukraine's integration into the global and regional security space.
