The thesis polishes the theoretical foundations of social protection as well as conceptual and category framework of social population protection system. The main factors causing low efficiency of command-and-control economy is considered. Social protection system in transformation economy is analyzed.The ways of forming effective social protection system model are established. The directions of the mechanism of state regulation in social protection improvement are demonstrated.
